Student Residence Permit in North Cyprus (2026): Step-by-Step Guide

You got accepted, booked your flight and found a place to live. There’s one more thing between you and a stress-free first semester: your student residence permit, which locals call muhaceret. It sounds complicated, but the whole process happens online and only needs one short lab visit. Here’s how it works in 2026, step by step.

Who needs a student residence permit?

Every foreign student studying for an associate, bachelor’s, master’s or doctoral degree at a TRNC university must hold a student residence permit. This includes students from Turkey. You can enter North Cyprus with a Turkish ID card, but then you can only stay as a visitor. To get a student permit, you must enter the country with a passport.

What’s new in 2026

New rules came into force on 24 August 2026:

  • Permits are issued for a maximum of one year at a time, so expect to renew every year.
  • Universities now report every foreign student’s status to the immigration system every three months, including active, passive, frozen or withdrawn. If you stop studying, your permit can be cancelled.
  • Citizens of Nigeria, Armenia and Syria need an e-visa before travelling to North Cyprus.

Step-by-step: getting your permit

Step 1: Enter North Cyprus with your passport and acceptance letter

At the border, show your university acceptance letter to the immigration officer. You’ll get a student entry visa valid for 90 days.

Step 2: Register at your university

You need active student status before you can start the permit process. Complete your university registration as soon as you arrive. Universities advise doing it within 2 months of entering the country at the latest.

Step 3: Create your account on the permit system

Go to icisleri.gov.ct.tr, open “Online İşlemler” and then “Öğrenci İzinleri”, or go straight to permissions.gov.ct.tr/login.

  • First time? Click “New Registration”, fill in your details, and you’ll receive a username and password by email or SMS.
  • Already registered in a previous year? Click “Login” and use your existing details.

Important: Enter your name and passport details exactly as you gave them to your university. Mismatches are one of the most common reasons for delays.

Step 4: Choose your permit duration

After logging in, choose how long you want your permit to last. Under the 2026 rules, the maximum is one year. The system then takes you to the health stage.

Step 5: Make your first payment (health)

Choose “I do not have a valid health report” and make your first payment online. This covers your health costs: the lab test fee and the student health insurance.

The health insurance is compulsory. For that year, it lets you use public hospitals and their emergency services. Students without it pay full price at state hospitals.

Step 6: Go to the lab (about 10 minutes)

Once your payment is complete, the screen shows which lab you’ve been assigned and its address. Go there within 14 days, and bring your original passport.

The visit is quick, usually about 10 minutes. They take a blood sample and do a chest screening. The tests check for:

  • Tuberculosis (TB): a chest X-ray or screening
  • HIV
  • Hepatitis B (HBsAg test)
  • Hepatitis C (HCV test)
  • Syphilis (RPR test)

Health reports from your home country or Turkey are not accepted. The test has to be done in a TRNC lab.

Step 7: Wait for your results to be uploaded

The lab uploads your results to the system, which usually takes a few days. Once they’re uploaded and approved, the system automatically unlocks the next stage.

Tip: Occasionally a lab forgets to upload results. If nothing has changed in the portal after a few days, call the lab and remind them. They usually fix it the same day.

Step 8: Make your second payment (permit fee)

Once your health report is approved, make your second and final payment online. This is the residence permit fee, including the tax office charge. After that, the Immigration Department reviews your application and gives the final approval.

Step 9: Get your permit and save your YKN

When the system shows your permit is ready, you can print your permit document. Some universities also hand it out at their Registrar’s Office. You’ll also receive a Foreign Registration Number (YKN). Keep it safe, because you’ll need it at every government office in North Cyprus.

In short: only two payments

The entire process involves just two online payments:

  1. Health payment: lab fee + student health insurance, paid before you go to the lab
  2. Permit payment: residence permit fee + tax, paid after your health report is approved

All payments are made online through the permit system with a bank card. You don’t pay anything at the lab or to your university for the permit. Amounts are updated regularly, and the system shows the current fee at each step.

Documents checklist

  • Valid passport, which you must use to enter the country; take the original to the lab
  • University acceptance letter, to show at the border
  • Proof of active university registration
  • A phone number and email to receive your login details
  • A bank card for the two online payments

Renewing your permit

Since permits now last at most one year, set a reminder well before yours expires. The Immigration Department advises starting your renewal at least 15 days before your permit ends. You’ll log in with your existing account, and your university registration must be active.

After graduation

If you graduate or leave your university, you can leave North Cyprus within 60 days of your graduation or withdrawal date without a fine. If you’re staying on for postgraduate study, that period is 90 days.

What happens if you don’t get a permit?

Don’t risk it. Students who don’t complete the process are treated as living in the country illegally, and they face fines and possible deportation. Overstay fines are charged for every extra day, and they’re doubled if you leave without paying and later want to come back.

Quick tips

  • Start early. Labs and offices get very busy in September and February.
  • Use the same spelling of your name everywhere: passport, university and portal.
  • Screenshot every payment and approval in case you need proof later.
  • Stuck? Your university’s international office or Registrar’s Office handles these questions every day.
